North Lawndale had long been a predominantly Jewish neighborhood, but a handful of middle-class African Americans had lived there starting in the ’40s. 'Somali society is the ancient home for the xeer justice system. Within this system, only the victim or immediate family of a victim can bring criminal proceedings to mediation. In xeer, crimes are defined as transgressions against property rights. If found guilty, the accused must pay some form of material restitution. If restitution cannot be given, a diyya (financial payment) is due to the victim or their family, often measured in terms of livestock. There is no concept of imprisonment under xeer.'
