The story follows Bill Smith (Kris Kristofferson), a National Transportation Safety Board (NTSB) investigator, who is examining the wreckage and "black box" recordings of two colliding jetliners. He discovers baffling anomalies, such as an unidentifiable object in the wreckage and the flight crew's final words on the cockpit recorder, which hint that the passengers were already dead and "burned up" before impact.
Meanwhile, the audience learns that a civilization from a distant, heavily polluted future where humanity has become sterile is using time travel to abduct passengers from doomed flights, moments before they die, and transport them to their own time to repopulate the species. A time traveler named Louise Baltimore (Cheryl Ladd) is sent to the past to distract Smith and prevent him from uncovering their operation, which could create time paradoxes and destroy their future civilization.
Smith and Louise develop a romantic relationship. When Smith becomes more suspicious, Louise reveals her mission to him and a theoretical physicist, Dr. Arnold Mayer (Daniel J. Travanti), who has been independently theorizing about time travel. A mishap with a futuristic stun weapon inadvertently kills Dr. Mayer, a key figure in the future's time-travel technology, causing a potentially cataclysmic timequake. To escape the impending paradox and the destruction of the future, Louise takes Smith with her into the distant future, where they become the foundation for a new human civilization.
